A Cloudflare 521 error does not mean a website ceased to exist. It means Cloudflare's edge network tried to establish a TCP connection to the upstream origin server, and that server refused the handshake.
When readers typed their standard addresses into browser bars this week, the edge proxy returned an immediate failure notice. Origin hosts often go dark automatically when automated hypervisors throttle processes that exceed shared compute thresholds.
