The 559 territory was not always self-contained. For half a century following the creation of the North American Numbering Plan in 1947, all of Central California from the Oregon border down to Bakersfield shared vast regional codes. By the late 1950s, area code 209 had absorbed everything from Stockton south through Fresno and the Sierra foothills.

The tech explosion of the 1990s broke that system. Pagers, dial-up internet modems, dedicated fax lines, and early mobile phones rapidly depleted available seven-digit combinations across the 209 territory. The California Public Utilities Commission intervened to prevent catastrophic numbering exhaustion.

On November 14, 1998, state regulators executed a geographic split. The northern half, including Stockton, Modesto, and Merced, retained the historic 209 prefix. The southern tier, anchored by Fresno and Visalia, officially migrated to the newly minted 559. A six-month permissive dialing window allowed callers across the world to adjust before mandatory routing took effect in the spring of 1999.
