The vulnerability starts with plain paper envelopes. Unlike regional department stores that transitioned loyalty rewards into digital wallet apps, the Menards 11% rebate program still relies almost entirely on legacy mail processing. Customers mail paper receipts along with physical rebate slips to a processing center in Elk Mound, Wisconsin. Weeks later, the rebate arrives in standard, light-stock postal envelopes containing a cardstock coupon printed with an exact dollar figure.

To postal workers sorting thousands of letters daily, these mailings are unmistakably distinct. The return address, standard envelope layout, and recognizable bulk-sorting permits make them easy targets. Once pulled from a sorting tray or delivery bag, these stolen rebate checks function like cold, untraceable cash. Menards treats rebate certificates as store merchandise credit issued to the bearer. Cashiers scan the barcode on the back, deduct the total from the register, and hand the customer their receipt. They do not ask for photo identification. They do not cross-reference the name on the rebate slip with the person standing at the register.

This absence of checkout verification created an open path for internal abuse. Handlers realized they did not need complex counterfeit operations or sophisticated web scraping setups to steal store credit. They simply had to slide letters into personal bags, drive to the nearest store location after their shift, and scan them through self-checkout or staffed registers for tools, home supplies, and high-resale equipment.
