Faced with growing public frustration and competing versions of the confrontation, local officials requested the assistance of the Georgia Bureau of Investigation (GBI) on June 12. State crime scene specialists arrived in Leesburg to map the property, calculate bullet trajectories, and recover spent 5.56mm casings scattered across the area.
GBI involvement matters for two structural reasons. First, independent state technicians remove local political pressures from physical evidence gathering. Their trajectory analysis will clarify whether Kinzer fired into the air as a warning shot, as the defense may argue, or leveled the rifle directly at bystanders, which supports aggravated assault with intent to murder.
Second, state agents are tasked with reviewing whether Kinzer's conduct triggers Georgia’s hate crime sentencing enhancement statute (O.C.G.A. § 17-10-17). Enacted in 2020, the law provides for additional mandatory prison time when a defendant intentionally selects a victim based on race or color.
