For decades, seven million combinations provided plenty of buffer for East Tennessee. Modern telecom demands broke that equation. Every cellular device, connected vehicle, remote utility meter, commercial point-of-sale terminal, and cellular-backed home alarm requires an active telephone number. Compounding the issue, competing cellular carriers, VoIP platforms, and broadband providers each request whole thousands-blocks of numbers from regulatory pools to service prospective customers. Even when carriers do not assign every single number in their inventory, those blocks remain unavailable to other providers, accelerating exhaustion dates.
