The Feeding Our Future fraud exploited systemic vulnerabilities created when the federal government relaxed oversight to fast-track emergency food distribution. Administered under the U.S. Department of Agriculture’s Federal Child Nutrition Program and overseen locally by the Minnesota Department of Education, the initiative aimed to ensure low-income children received hot meals when public schools closed their doors. Federal rules traditionally required rigorous in-person verifications, site visits, and audits before releasing reimbursement checks.
Emergency waivers abandoned those standard firewalls. Feeding Our Future acted as an official sponsoring agency, vetting and submitting meal distribution sites to state officials for approval. Instead of deploying resources to actual community kitchens, Bock and her network created hundreds of shell operations. Invoices claimed individual distribution sites were serving 3,000 to 5,000 meals daily to children, numbers that routinely exceeded the total juvenile population of the neighborhoods in which the sites operated.
Investigators from the Federal Bureau of Investigation and IRS Criminal Investigation identified fabricated meal rosters compiled using random name-generator software. Conspirators converted the resulting government payouts into commercial real estate, high-end residential properties, luxury vehicles, and international wire transfers. As the sponsor, Feeding Our Future retained an administrative cut of up to 15% on millions of dollars flowing through the organization, giving Bock a direct financial incentive to expand the footprint of the fake sites.
