Historically, the platform operated under a stringent premise: once money left an account, recovery was impossible unless the recipient voluntarily returned it. This framework treated unauthorized account takeovers identically to consensual peer transactions. Under the 2026 settlements, state regulators forced a hard line between authorized consumer errors and true account security failures.
The revised dispute resolution process establishes clear operational benchmarks for Block Inc.:
- Transparent Investigation Timelines: Claims regarding unauthorized transactions must receive an initial status update within 48 hours, with formal findings provided within 10 business days.
- Provable Human Review: Automated systems may no longer dismiss fraud reports outright. A trained compliance officer must document the technical basis for any denied claim.
- Reimbursement for Takeovers: Where evidence indicates a third party breached an account due to credential breaches, SIM swaps, or platform bugs, stolen funds reimbursement must be credited directly to the victim.
- Provisional Credits: If an unauthorized withdrawal dispute requires more than 10 days to examine, the user must receive provisional credit while the inquiry continues.
The policy overhaul does not make Cash App an absolute insurance shield. If a user knowingly authorizes a payment to a scam merchant selling counterfeit goods on social media, the transaction is considered authorized under federal guidelines. Block Inc. is not mandated to cover bad personal choices. The legal intervention protects users whose funds were siphoned through security flaws without consent.
