The simultaneous manual updates overseen by the U.S. Army Corps of Engineers establish shared operational timing between the California Department of Water Resources (which operates Oroville) and the Yuba Water Agency. Rather than operating independently, water release curves are synchronized based on automated real-time telemetry. If radar indicates that Oroville's drainage basin will bear the brunt of a category 5 atmospheric river, Bullards Bar holds back extra volume until the Feather River crest clears. This watershed-scale coordination replaces decades of fragmented river management.
